 Corporation and Chuck McVinney, the senior leader for this Whole Brain

 Workshop as it has evolved and been implemented over the past 30 years.

PPS.

On a personal note, as we watch the political process play out in real time since December 29, 2011, I must report that, driving up to Dublin, NH for New Year’s Eve, I had a black ice car accident on Saturday, December 31, 2011 at 7:11 PM. I was carrying $150 of fireworks (buy one and get one free) --- so this was literally a car bomb. It was a total head-on crash into two oak trees, with the car catching on fire. Nearby revelers from a farm house helped to pull me out. I quite luckily survived.  The car did not!

 This unexpected collision seemed to me like an all too real metaphor for any number of black swan accidents that can and surely will happen to our country if we don't change direction or do not prepare

This personal experience, plus the tremendous support that we have received, has made us even more determined to proceed with the January 31^st event. We believe that there is no reason why we cannot make a real difference. Together we have the resources, experience, competence, and intelligence that surpass any of the current movements.

• The attendees and related correspondents around the December 29, 2011 Exploratory Committee evening were in agreement that:

 “Talent Development – Education (Arts and Humanities)”

 “Change political system to re-visit the current “bi-polar” system”

• We all agreed that we wanted to address the issues and would consider as a first step coming together on January 31, 2012 at the Harvard Faculty Club where the participants would orchestrate a Presidential Vision 2012 at the proposed Whole Brain Leadership Workshop.

 

 

1.2   Roles

• As American, we have a Patriotic Duty to find a way to participate in saving our Democracy, taking the risk to begin on a promising venture that possibly could help where we are the experts and leaders that we have been waiting for.
• In the Workshop, the leaders would be the Guides to Conceptualize and Educate.  It would be the role of the Participants, as citizen subject matter experts, to be the Panelists and it would be they who would invent the Leadership Vision 2012
• With the Workshop, we will demonstrate how it is possible to construct Presidential Visions 2012 that the people are part of and become the leaders that we have been waiting for:

 

“Writing to candidate with comments and ideas;”

“Determine a message and how to say it;”

“How to synthesize the good ideas with the main source – Educate Politicians!”

“Pay attention! – Get educated and learn how to get others to do the same;”

“Investing in raising questions and becoming involved;”

“Play to the pragmatic aspects of the political process.”

 

 

1.3   Philosophy and Values

• We are living in a VUCA world, (Volatile, Uncertain, Complex and Ambiguous) where our common values and shared philosophy can allow us to save ourselves by working collaboratively and leading by example.
• Public Duty as concerned and knowledgeable citizens.
• The upcoming workshop would be a start that would roll out to the country and there is no time or reason to delay.  We must start now:

“Responsibility and Accountability;”

“Keeping a Global Perspective and expecting that from leaders;”

“Determine the role of material wealth (profits without value) in our own array of values and philosophical orientation;”

“Strike a healthy balance between individual interests and community well being;”

“Be sure people run the government. “

• To build a common vision for the country from the bottom up, developed collaboratively, looking to create a Vision and a Voice for all of America where 100% of its citizens could agree to 80% of the Vision, and against which Presidential Candidates could be measured, and commence aligned implementation at the end of the election 2012:

Creating a new view for the times about what is in the best interest for us as citizens and find ways to communicate it;

“Create empathy for others – follow guide of being ‘Our Brother’s Keeper.’ “

3.1   Fortunately there thought leaders in our country who are and who have been sounding the alarm like many Paul Reveres.  It would be great if we could matchup this collective thinking with our Problems have a Big Bang of continuing exploration of solutions: Fareed Zakaria, Tom Friedman, Ariana Huffington, Steve Case, Eric Schmidt and many, many others come to mind.

3.2   As rapidly as our potential catastrophes multiply, breakthroughs in every field are accelerating and can be harnessed to collectively address them with a Common Vision

3.3   Our discourse can move beyond single issues, one-liners, zingers, labels to common denominator and shared directions, solutions and visions.

3.4   The Conceptual Framework that we iteratively develop will be able to set the agenda for citizens, the media, and generally inform the political process. It can frame the debates:

 

“Encourage power of entrepreneurial thinking and working;”

“Reign in those who are too dependent on assistance while still helping those who can’t be self sufficient;”

“Create surplus;”

“Democracy in Iran;”

“Articulate, galvanize and influence those running for office;”

“Country focused on long term prosperity;”

“My kids and my grandchildren more prosperous than I;”

“Fewer wars – toward world peace;”

“Introduce disciplines for moral imperatives;”

“Integrity in Leadership;”

“Disappearance of nuclear weapons from the planet;”

“Re-engagement of empathy;”

“Insure a planet with a healthy future;”

 

4.0   VISION, IDEAS, AND SOLUTIONS

4.1   What is needed and what we will provide is a Conceptual Framework and Competency Model for Orchestrating a Vision, based on applications from the Neurosciences (Brain, Mind and Behavior), that will serve as a Metastructure for understanding and applying  Knowledge (thinking preferences + who, what, why), Skills (creative processes + how), and Performance (preferences and processes + where and when).

4.2   We need  visions where we compare ourselves with the nations of the world to establish best practices without believing that we have a monopoly on “exceptionalism” without demonstrating exemplary leadership

4.3   We can use a “car metaphor” and others that are easily visualized by all to picture the right destination, the right passengers, the right driver, the right metrics,

4.4   We can use a “cloud computing metaphor” to describe how Democracy 2.0 might work with massive collaboration, participation and instant action as we take advantage of the current paradigm shift to transform our nation.

4.5   We can use a “miracle metaphor” because that is what it is going to take.

4.6   We can collaborate with other movements such as AmericansElect.org and NoLabels.org:

 

“Democracy 2.0 as metaphor for community, purpose, and collaboration with technology;”

“Integrity of products;”

“Integrity of politics;”

“No gas driven cars for a healthy planet;”

“Whole country looks like Google (creative culture and practices);”

“Eliminate fossil fuels and replace with solar/wind; alternative energies;”

“A learning society – education as a practical course of action.”

 

5.0   SUCCESS CRITERIA

5.1   Complete the January 31, 2012 Workshop and collectively decide to continue.

5.2   Begin rolling the workshop out to the whole country during the 2012 Election Season so that the country with maximum involvement of our citizens and institutions who can join the discussion through education and facilitation with every social media.

5.3   Impact the Visions being presented by persuasive examples developed bottom up and seek to find candidates with whom to Contract the Implementation, including new parties such as Americanselect.org and NoLabels.org

5.4   Establish Benchmarks to Evaluate our Success for 2016

5.5   Continue the process with midcourse corrections to get real clarity for a 2020 Vision and beyond.

6.0   IMPLEMENTATION STRATEGY AND SCHEDULE

6.1   On December 29, 2011, the Exploratory Committee, with 40 attendees, met at 6 Clement Circle, Cambridge, Massachusetts and were led by Charles Atkinson and Chuck McVinney to discuss the idea.  The Minutes and Plan for this Meeting are reflected in this document

6.2   On January 10, 2012, today Tuesday, Charlie Atkinson and Chuck McVinney are sending a Report and an Invitation to make Reservations and support the January 31, 2012 Whole Brain Workshop: Orchestrating a Presidential Vision 2012

6.3   On January 13, 2012, a Friday, and three days after the Republican New Hampshire Primary,  will be the target for getting expressions of Interest and making Reservations for the PresidentialVision2012 Workshop.  The Participant Fee for each Panelist attendee is $1000 or less (maybe $999).  Sponsorship contributions and Scholarship funding for college students will be welcome.

6.4   On January 16, 2012, a Monday two weeks before the Workshop, Registration over the web will be available for enrollment information and payment.

6.5   On January 23, 2012, a Monday, just after the South Carolina Republican Primary, completion of the required Whole Brain Profiles, Survey Questionnaires and pre-work will be due.

6.6   On January 31, 2012, a Tuesday, the Day of the Florida Republican Primary, the Workshop will begin at 7 am and go through the day until 7 PM.  Attendees are expected to be in Cambridge the night before.

6.7   On February 1, 2012, the day after the Workshop, we will beginning implementing the Plans that emerge from January 31, 2012

A TARP Proposal to Bail Out the Banks of the Gulf of Mexico: Its Curtains for the BP Oil Spill Catastrophe

Think of a gigantic upside down old-fashioned shower curtain, about the size of a football field, circled around three shower heads at the bottom of the Gulf of Mexico.

  BP = British Petroleum = Beyond Petroleum = Bull Puckey = Bloody Paws

The shower curtains are anchored to the ocean floor and these shower heads are spewing out black turbidity from antiquity that rises to the surface. The black stuff is contained all the way up by these curtains made of TARPs -- the kind that colleges use to cover their football fields.

Up top, the curtain narrows into a funnel and barges simply slurp up the black stuff and take it off to the Refinery so that it does not wreak catastrophic havoc into our infinite future.

Maybe the plumbers called for this undersea DeepWaterGate will succeed in capping this upwardly mobile toxic asset or even contain it with a dome as relief program.

Saturday afternoon, May 8, 2010, it looks like the Containment Dome is a failure because of the flammable hydrate formations that clog the 100 ton gizmo.

But why not spell Curtains for the BP oil spill with TARPs to bail out the Banks of the Gulf of Mexico.

Does this stimulate our thinking or is this just a pipe dream?

President Obama may be all ears for new ideas but, so far, not for this one!!!!

PROPOSAL #1: REWARD SAVING AND INVESTING

 

President Barack Obama, in the March 24, 2009 Presidential News Conference, introduced the Big Idea, the Obama Vision: "It's with a budget that leads to broad economic growth by moving from an era of borrow and spend to one where we save and invest."

“Saturday Night Live last week on March  9, 2009 http://online.worldmag.com/2009/03/09/geithners-800-number/ played a special address from Geithner, where he offers $420 billion to anyone who can call in and provide the solution to the (financial and banking) crisis. In a jab at government bureaucracy, Geithner says they “don’t have the numbers yet” on how the money will be divided if six people call in with the same idea.”

PARADIGM SHIFT FROM CONSUMPTION TO INVESTMENT

The US Economy is heading toward a collapse and we are all in the same boat. Tim Geithner on Saturday Night Live of March 7, 2009 proposed that there would be at $420,000,000,000 award for a Proposal that would save us.

Every citizen has been invited to make proposals.  I have a dozen terrific solutions.  But if I could only make one proposal to solve the problem, I would bet my chances for $420,000,000,000, a kind of last chance lottery on Proposal #1: Get Rich Slowly.  I can readily provide eleven more if anyone is listening.

The Paradigm Shift has hit the fan and the fuel that drove our economy --- consumption, and borrowing and not saving --- no longer works. We shopped till we dropped.  That game is over.  The new fuel for our economy must be --- saving and investing and creating new enterprises --- that will take us into the new millennium.  Just as we replaced the last Bush Administration with a new Obama Administration, we need to replace the Old Economy with a New One.  Just reforming and bailing out the old one won’t work.

My purpose is to make one proposal that can be implemented immediately that can be applauded by Democrats, Republicans and Independents that can be summarized in three short paragraphs.  The virtues of Proposal #1: Reward Getting Rich Slowly must be clear instantaneously to the dullest eye.

 

IMAGINE A SHIFT TO REWARDING GETTING RICH

“If the Dow Jones and the S&P were to start rising spectacularly, ordinary folks started to see their 401Ks appreciate, if banks were not being called for collateral assets and having to extract money from the taxpayers, if foreign countries were not moving in with sovereign fund to buy up what is left of American Capitalism, if CEOs were no longer taking exorbitant compensation and focusing on lean and mean globally competitive companies generating increasing after tax profits, if Bernanke, and Geithner and Obama, and Kramer and Kudlow and Friedman and Buffett and many others could honestly point to metrics of hope in the rise of the stock market, new companies started sprouting like a field of a million daffodils, if…..then…."

The Democrats and President Obama have proposed increasing the Capital Gain tax for $250,000 plus earners to 20%.  And similarly raising the tax on Dividends.

The Republicans have proposed eliminating the Capital Gains Tax altogether or at least for Startups as originally promised by Candidate Obama. The Republicans want to eliminate the "double taxation of dividends" but the Democrats seem to think that only the rich get dividends and oppose this.

The Democrats and President Obama want to be fiscally prudent and move toward balancing the budget while providing an equal sharing of the costs of government and the bailout and future unfunded entitlements now in the countless trillions of dollars.

The Republicans, and presumably the Democrats too, believe that it will only be through innovative, entrepreneurial business ventures that the private sector will even possibly lead us out of this black hole.  Yet such companies are not getting funding, at a time when entrepreneurs are starving for capital. This will assure the failure of the Obama Administration's "growth assumption" and the Country's only hope will be the return of the Republicans in 2012.

By combining both the Democratic and Republican view on taxation of Capital Gains, an even better solution will occur which will accomplish the real goal of bringing entrepreneurial activity to a boil and infusing equity capital into the market by the trillions of dollars and thereby let America again achieve its Manifest Economic Destiny.

So, I recommend changing the proposed legislation in three ways to read as follows:

FIRST, Long-term capital gains will be taxed at 20% as of April 1, 2009 unless the proceeds are “reinvested” in Corporate Equity within 90 days in which case the cost basis will carry forward and a new holding period will commence. at the time of purchase, to qualify for long-term treatment.

By postponing the capital gains tax for all money that is reinvested, a major source of friction in the magic of capitalism will be eliminated resulting in re-investments in productive new enterprises that are locked into unproductive investments simply to avoid the tax, foreign capital estimated at $11,000,000,000,000 will come home and jump-start our recovery, and money that is taken off-the table for consumption will get taxed appropriately to benefit the government.

The demand for stocks will sky-rocket and I estimate that we can quadruple the value of equities to $30,000,000,000,000 in four years.

SECOND, Pretax Corporate Earnings will be optimized by the progressive reduction in deductibility for compensation over $1,000,000 annually and R&D and Innovation Product Development  deductions against earnings will be accelerated.

In keeping with President Obama's goal of reducing consumption and borrowing and increasing saving and investment, the emphasis needs to be put on reducing exorbitant salaries by making the progressively less deductible not by making them illegal.  The goal is to increase pre-tax revenues so that the government gets its share and also to increase innovation by making R&D and Product Development more rapidly deductible.  This is just the opposite of the current policy.  Change the rules with tax and fiscal policy and the Fat Cat Bonuses that are depriving both the Government and Shareholders will see a radical reversal.

THIRD, Dividends on corporate after-tax income will be tax free when paid to all shareholders as dividends and not taxed twice.

It is absolutely essential to pick up on the Republican idea of eliminating the double taxation on dividends. Once it is clear that if you put your money in a productive company that grows like crazy, creating jobs and prosperity in the process, you have the chance to increase your capital.  If the company slows down its growth and starts making money and paying taxes, you have the opportunity to get "tax free dividends" which will extraordinarily put the emphasis on saving and investing.  It is a no lose, no-brainer solution.

A WHOLE BRAIN AND BIPARTISAN SOLUTION THAT COMBINES REPUBLICAN AND DEMOCRATIC IDEAS

Wall Street will accept the fact that Obama is a Pro-Business President. Entrepreneurs will generate millions of  Main Street new companies and many millions of new jobs. Silicon Valley will create the many Next Big Things that will restore our economic place in the world. Our winter of discontent will be made glorious summer by this return to our original values of "American ingenuity."

Democrats will know that when money is taken off the table and out of the at-risk investment, it will be taxed fairly. Republicans will know that the risks of capital investment are rewarding the risk-taker even with the main benefits going to the whole economy.

A few years from now, The Economic Crisis of 2008/2009 will be something we can talk about with pride and relief as we all grow rich and restore our economic leadership and responsibility.

 

EVALUTION OF OBAMA ECONOMIC PLAN AND MY CONCLUSION AFTER ONE YEAR OF ADMINISTRATION MISUNDERSTANDING AND INACTION: MARCH 10, 2010

So what is the Barack Obama and Geithner/SummersAdministration's plan in March 2010-- one year later.

First, it is to increase the Capital Gains Tax  to 20% without the deferral for reinvestment: This is exactly the wrong thing to do if you want to encourage saving and investment and new company and job creation.

Second, it is to set limits on executive compensation instead of making them economically useless

Third, it does nothing to encourage the increase of pre-tax profits by rewarding after-tax profits (so the government gets it share) and rewarding the actual investor at every level for saving and investing.
